Michael A. Koss co-founded NSRC in 2010 after 40 years of practitioner experience in all aspects of self-insured public entity risk management, including Workers’ Compensation, safety services, property and casualty liability, auto insurance programs, OCIP/CCIP, litigation management, managed care services and Special Investigation Unit Fraud program development.  He was Senior Director of Risk Management for a major international airline, served as the Director of Workers’ Compensation and No-Fault Claims programs for the nation’s largest public benefit transportation agency and as President of the Los Angeles Public Risk Management Authority.


His experience includes:

  • Elected President of the New York Claims Association, the nation’s oldest and largest Workers’ Compensation multi-line insurance dedicated association for two terms
  • Presenting workshops and delivered keynote addresses for eleven risk management and insurance entities, including RIMS, PARMA, PRIMA, IAIABC, AASSE, AASCIF, ATA, ASSP and NAPO
  • Establishing claims and insurance loss control program performance metrics and Key Performance Indicators (KPIs) for numerous clients
  • Designing and implementing organizational risk strategies including risk governance, operational integration, business resiliency policies, business process reviews and outcome measures
  • Analyzing multi-jurisdictional Workers’ Compensation and insurance related legislation and proposed regulatory issues and provided viewpoints and recommendations to numerous clients on financial and program impact
  • Developing safety loss prevention, cost containment and Special Investigation Unit programs for public and private clients
  • Performing multi-line claim audits focusing on reserving, incident investigation, fraud identification, compensability determination, indemnity payment accuracy, medical management and plan of action effectiveness
  • Developing and monitoring Transitional Duty Programs
  • Developing and managing subrogation, recovery and restitution policies and programs for various organizations including financial leakage audits for public sector entities and Third-Party Administrators
  • Determining for public entities, TPAs, and insurance carriers, whether their internal claim management processes had effective established guidelines, that appropriate level personnel with decision-making capability were engaged and that internal controls with resolution and escalation steps met industry best practice standards
